In several countries it is not obligatory. This gives the idea about its actual utility. The rules without knowledge help very little, one should run for miles!

In the sea when we conduct a (big or a small) boat, that is really important, to run miles, in order to gain as much experience as possible.

Many people believe that once they are in possession of a boat licence, they are able (objectively speaking) to challenge the sea: this friend\enemy OF endless pitfalls, but not all know or can understand that for challenging the sea (calm OR in a bad condition) should have an important experience. Yes, the latter often sets aside the presumption (primarily with ourselves) to believe that we are immune to face totaly (or nearly) a safe crossing.

The first thing that occurs to me is that the sea is so vast as to make us believe that we are immune from an eventual collision between two vessels. However, it is clear enought that a collision occurs but how!

In particular at summer time we happen to get to know through the media about adventures or misfortunes of drivers of pleasure boat during the weekend, which at best remained stranded at sea for a whole day thinking that (until recently) they could be rescued by a passing boat on a duty (as it may happen in down town with a car).

Perhaps, it would be here the case to deepen their knowledge about the components of an engine, because, sometimes the reasons caused the disfunctioning of an engine, are simple, with a bit of knowledge and experience the problem can be bypassed at least up to the nearest port.

Finally, it's good to consult daily weather report, which has becoe quite reliable, before venturing into a crossing, knowing the pitfalls of an already known route, this can avoid jeopardizing our own safety and others' lives.
